Below is the text of the I Shoe Baseball playoff transaction limit rule ("The Anti-Streaming Act" or "The Kevin Millwood Rule") which was originally added in 2011:
"There will be a limit of 7 transactions per week per team during the
playoffs. This limit will apply to both pitchers and hitters, and will
apply to all teams, whether or not they are in the playoffs. There will
not be a daily limit, so long as the total for the week does not exceed 7
(so theoretically a team can make 7 moves in one day so long as they do
not make any other moves during the week). For the final series, the
limit will be extended to 14 because the season lasts more than 7 days.
Teams will still also be limited to 75 total transactions, so for
example, if you use 72 in the regular season, you will only get 3 the
rest of the way."
The rule was first imposed during the 2011 playoffs, which began on 9/5/11. The rule is administered by league owners, and not by Yahoo.
